Summary 

 

A £22m transport improvement scheme to create network capacity and improved cycling and walking infrastructure along the eastbound A40 to facilitate the Cheltenham Cyber Park/Golden Valley Development.

 

What is the WCTIS scheme?

 

The West Cheltenham Transport Improvement Scheme was initially a £22m scheme, split into three main parts along the A40 corridor running eastbound from M5 J11 to the Benhall Roundabout and included carriageway, walking and cycling infrastructure improvements with the work lasting for about two years in total.

M5 Junction 11 slip road and Arle Court Roundabout upgrade (started June 2020)

Telstar Way and Benhall Roundabout up to Gloucester Road Junction (started January 2021)

Walking and Cycling improvements linking A40 and Cheltenham Station (started June 2021)

In 2020 a further £1.6m was added to the scheme under the designation of the West Cheltenham Walking and Cycling Improvements (WCWCI) with the re-allocation of Local Growth Funds that had previously been designated for the “B4063 Staverton Bridge Scheme”.

This allowed for a substantial enhancement of the walking and cycling elements of the scheme. Full scheme details available here: WCTIS scheme Construction started in June 2020 and lasted for just about 2 years, with a completion event held in June 2022.

 

Who Benefits from the scheme?

 

All road users, including cyclists, pedestrians and bus users coming into Cheltenham (particularly in the morning rush hour) will benefit from the scheme. This area had long been a traffic hotspot and the proposed Cyber Park would only make it worse potentially.

This scheme will significantly increase capacity on the network well in advance of the Cyber Park construction and will allow the early phases of the Cyber Park to progress until the M5 J10 upgrade brings further additional capacity around 2025/2026.

Over the longer term, this scheme has enabled the Golden Valley Development to progress which will bring c11,000 new jobs to Cheltenham and a range of opportunities to local people.

 

What stage is the project currently at?

 

The project is now complete. A completion event was held 6th June 2022 to celebrate the completion and to highlight the excellent work of the GCC Highways team and their contractors in delivering the scheme on time and UNDER budget.

 

All of this was achieved despite the delivery period coinciding with the Covid19 pandemic and the many challenges that created in terms of working practices and staff availability.
